 1)  create a ; delimited text file.. ie:

   r4c1;r4c2;r4c3;r4c4;r4c5

  2) save it what you like..  
 
   example.txt

  3) run the splice function.. 
   
   splice("example.txt")

  4) access the values of the array..

   echo $value[3][4];

   will print: r3c4

Would be good for a flat file text database type of system.
